The Land Transportation Office acknowledges their inability to supply
registration plates and stickers. According to the office, this has been a
problem since the procurement of plates is still under a court injunction
with a five-year contract. To solve the issue, the LTO is currently looking
into ways to supply plates that is outside of the contract under the
injunction.
Meanwhile, it has been reported that the LTO is now allowing automobile
manufacturers, distributors and importers to print their own conduction
stickers. However, the office clarifies that the said measure is not under
their jurisdiction.

Actually it is not LTO that is doing this. The LTO just assign the series
of numbers to the carmakers and the carmakers are the ones who negotiate
for the printing of the conduction sticker. The LTO is not involved here
because that conduction sticker is supposed to be just one use only. It has
alphainal numeric but then the main purpose of this is to... show that this
has a permit to travel from the production site to the showroom."
Regarding the possible existence of fake conduction stickers, the LTO
highlights that there shouldn't be a reason for the car manufacturers and
distributors to use one.

"The conduction sticker... the purpose for the use of the conduction
sticker is limited. So why should the manufacturers get a fake conduction
sticker? What is the purpose of this? So there's no reason why they should
be using a fake conduction sticker and for sure the car manufacturers will
not bother negotiating with a fake. Somebody that would produce fake
conduction stickers. Please take note that these numbers are actually
controlled by the LTO. And with the issuance lately of the LTO, we make use
of these as the identification of a motor vehicle so it includes the motor
vehicle details including the ownership. It is now the basis to trace a
motor vehicle as to its registration."
The LTO has also come up with a way that would make it easier for them to
identify new motor vehicles wherein manufacturers can adapt the
alpha-numeric of the conduction sticker as a temporary identification of
the vehicle. The office requires this before manufacturers could transfer
the vehicle from their production site to their dealer's showroom. This
way, according to the LTO, it could be ensured that the vehicle is
registered.

"When LTO adopted the alpha-numerics of the conduction stickers as
temporary alphanumerics for the temporary plate. Then the LTO said, in the
issuance of ASEC Galvante, mentioned there that there is a prescribed
template for uniformity. Only for the uniformity that the LTO prescribed a
template on how to use the alpha numerics of the conduction sticker.
There's a part of that temporary plates where the MV File Number should be
indicated. This will prove that the motor vehicle is actually registered."
The LTO reminds car manufacturers and distributors that it's their job to
get a temporary identification for the vehicle as it is also part of their
job to ensure their customers that the vehicles are registered.
