Shortages are the bane of LTO processes. License plates. Plastic cards for
licenses. Now security paper for certificates of registration.
Earlier this year, some buyers of brand new vehicles began noticing that
their vehicle registration papers were printed on ordinary bond paper.
It was later revealed that the Land Transportation Office was experiencing
a shortage in security papers for printing of official certificates of
registration and receipts.
Resorting to ordinary bond paper meant the vehicle papers are again
temporary.
This month the LTO claims it has resolved the shortage with the help of the
Department of Transportation and that it has taken delivery last November 7
of the needed security papers sufficient for several months of vehicle
registration and other transactions.
LTO chief Vigor Mendoza II said security papers are now being distributed
to LTO regional offices.
An LTO memorandum will be issued setting the schedule for printing of
official vehicle registration papers to replace the temporary ones printed
on ordinary bond paper.
While the problem seems to have been resolved, vehicles owners will again
have to suffer the inconvenience of having to deal with another process to
get original CR and OCRs.
