There have been many instances of motorists posting dashcam or mobile phone
videos of encounters with supposedly LTO enforcers apprehending them for
alleged traffic violations or something like busted taillights and then
hinting they could get off with a fine they were willing to accept behalf
for the LTO. This may have been the reason for this latest use of
color-coding.
Color-coding has been a favorite scheme for transport agencies . . .
Color-coding or something similar has also aided identification for
jurisdictional purposes the traffic rule enforcers hired by local
government units in Metro Manila . . . Orange, brown, blue, yellow,
depending on the political or just the lucky or favorite colors of mayors,
the color of uniforms helped motorists know what part of the metropolis
they were on . . . Now the Land Transportation Office has decided to color
code the IDs it gives those it deputized for enforcing traffic rules and
regulations and other functions . . .

"The color coded card actually addresses the concern of LTO on the need of
deputation of certain sectors to implement particular laws. We cannot
extend a deputation without a training."
The LTO believes using colors will help motorists determine whether the
deputized have the authority to enforce certain regulations . . .

"If we will issue just one ID to all of these deputized agents or
enforcers, it might open the possibility of abuse of authority because the
motorists will not know that that enforcer is just authorized to implement
or train to implement a particular law. So we have to prevent that and
avoid it by issuing these color coded IDs."
Like Orange IDs are for members of the Department of Public Works and
Highways who are deputized to apprehend drivers of overloaded vehicles . .
. . Green ID for members of the Department of Environment and Natural
Resources deputized to apprehend smoke-belchers . . . Blue for members of
members if the Highway Patrol Group and the Metro Manila Development
Authority deputized and authorized to apprehend franchise violators . . .
White IDs are for LTO personnel authorized to apprehend drivers for traffic
violations . . .

"So all of these can be deputized to implement the particular law."
The LTO said the color-coding of IDs will help stop those who use LTO IDs
to mulch motorists for all sorts of imagined or alleged violations . . .
The IDs also have countersigns and other features to easily determine
whether they are fake or real . . .
